Learnerships is a system for training a new generation of practitioners of a trade or profession with on-the-job training and often some accompanying study (classroom work and reading). Apprenticeships can also enable practitioners to gain a license to practice in a regulated occupation. Most of their training is done while working for an employer who helps the apprentices learn their trade or profession, in exchange for their continued labor for an agreed period after they have achieved measurable competencies.

 



Learnerships lengths vary significantly across sectors, professions, roles and cultures. In some cases, people who successfully complete an apprenticeship can reach the “journeyman” or professional certification level of competence. In other cases, they can be offered a permanent job at the company that provided the placement. Although the formal boundaries and terminology of the apprentice/journeyman/master system often do not extend outside guilds and trade unions, the concept of on-the-job training leading to competence over a period of years is found in any field of skilled labor

The system of learnerships first developed in the later Middle Ages and came to be supervised by craft guilds and town governments. A master craftsman was entitled to employ young people as an inexpensive form of labour in exchange for providing food, lodging and formal training in the craft. Most apprentices were males, but female apprentices were found in crafts such as seamstress,[1] tailor, cordwainer, baker and stationer.[2]

 



Learnerships usually began at ten to fifteen years of age, and would live in the master craftsman’s household. The contract between the craftsman, the apprentice and, generally, the apprentice’s parents would often be governed by an indenture.[3] Most apprentices aspired to becoming master craftsmen themselves on completion of their contract (usually a term of seven years), but some would spend time as a journeyman and a significant proportion would never acquire their own workshop. In Coventry those completing seven-year apprenticeships with stuff merchants were entitled to become freemen of the city.[4]

Learnerships was adopted into military of the West African kingdom of Dahomey. Soldiers in the army were recruited as young as seven or eight years old, as they initially served as shield carriers for regular soldiers. After years of apprenticeship and military experience, the recruits were allowed to join the army as regular soldiers. With a combination of lifelong military experience and monetary incentives, a cohesive and well-disciplined military emerged in the Kingdom of Dahomey

Australian learnerships encompass all apprenticeships and traineeships. They cover all industry sectors in Australia and are used to achieve both ‘entry-level’ and career ‘upskilling’ objectives. There were 475,000 Australian Apprentices in-training as at 31 March 2012, an increase of 2.4% from the previous year. Australian Government employer and employee incentives may be applicable, while State and Territory Governments may provide public funding support for the training element of the initiative. Australian Apprenticeships combine time at work with formal training and can be full-time, part-time or school-based.

Australian apprentice and traineeship services are dedicated to promoting retention, therefore much effort is made to match applicants with the right apprenticeship or traineeship. This is done with the aid of aptitude tests, tips, and information on ‘how to retain an apprentice or apprenticeship’.[9]

Information and resources on potential apprenticeship and traineeship occupations are available in over sixty industries.

 



The distinction between the terms apprentices and trainees lies mainly around traditional trades and the time it takes to gain a qualification. The Australian government uses Australian Apprenticeships Centres to administer and facilitate Australian Apprenticeships so that funding can be disseminated to eligible businesses and apprentices and trainees and to support the whole process as it underpins the future skills of Australian industry.

Australia also has a fairly unusual safety net in place for businesses and Australian Apprentices with its Group Training scheme. This is where businesses that are not able to employ the Australian Apprentice for the full period until they qualify, are able to lease or hire the Australian Apprentice from a Group Training Organisation. It is a safety net, because the Group Training Organisation is the employer and provides continuity of employment and training for the Australian Apprentice.

In addition to a safety net, Group Training Organisations (GTO) have other benefits such as additional support for both the Host employer and the trainee/apprentice through an industry consultant who visits regularly to make sure that the trainee/apprentice are fulfilling their work and training obligations with their Host employer. There is the additional benefit of the trainee/apprentice being employed by the GTO reducing the Payroll/Superannuation and other legislative requirements on the Host employer who pays as invoiced per agreement

 



Apprenticeship training in Austria is organized in a school system with long-term training parts. So it is possible to get the Matura needed to enter university. WIFI[13] company-based training of apprentices is complemented by compulsory attendance of a part-time vocational school for apprentices (Berufsschule).[14] It lasts two to four years – the duration varies among the 250 legally recognized apprenticeship trades.

About 40 percent of all Austrian teenagers enter apprenticeship training upon completion of compulsory education (at age 15). This number has been stable since the 1950s.[15]

The five most popular trades are: Retail Salesperson (5,000 people complete this apprenticeship per year), Clerk (3,500 / year), Car Mechanic (2,000 / year), Hairdresser (1,700 / year), Cook (1,600 / year). There are many smaller trades with small numbers of apprentices, e.g. “EDV-Systemtechniker” (Sysadmin), which is completed by fewer than 100 people a year.

The Apprenticeship Leave Certificate provides the apprentice with access to two different vocational careers. On the one hand, it is a prerequisite for the admission to the Master Craftsman Exam and for qualification tests, and on the other hand it gives access to higher education via the TVE-Exam or the Higher Education Entrance Exam which are prerequisites for taking up studies at colleges, universities, “Fachhochschulen”, post-secondary courses and post-secondary colleges.[14]

 



The person responsible for overseeing the training inside the company is called “Lehrherr” or “Ausbilder”. An Ausbilder must prove that he has the professional qualifications needed to educate another person, has no criminal record and is an otherwise-respectable person. The law states that “the person wanting to educate a young apprentice must prove that he has an ethical way of living and the civic qualities of a good citizen



 

In France, apprenticeships also developed between the ninth and thirteenth centuries, with guilds structured around apprentices, journeymen and master craftsmen, continuing in this way until 1791, when the guilds were suppressed.

The first laws regarding apprenticeships were passed in 1851. From 1919, young people had to take 150 hours of theory and general lessons in their subject a year. This minimum training time rose to 360 hours a year in 1961, then 400 in 1986.

 



The first training centres for apprentices (centres de formation d’apprentis, CFAs) appeared in 1961, and in 1971 apprenticeships were legally made part of professional training. In 1986 the age limit for beginning an apprenticeship was raised from 20 to 25. From 1987 the range of qualifications achieveable through an apprenticeship was widened to include the brevet professional (certificate of vocational aptitude), the bac professional (vocational baccalaureate diploma), the brevet de technician supérieur (advanced technician’s certificate), engineering diplomas, master’s degree and more.

 



 

On January 18, 2005, President Jacques Chirac announced the introduction of a law on a programme for social cohesion comprising the three pillars of employment, housing and equal opportunities. The French government pledged to further develop apprenticeship as a path to success at school and to employment, based on its success: in 2005, 80% of young French people who had completed an apprenticeship entered employment.

 



In France, the term apprenticeship often denotes manual labor but it also includes other jobs like secretary, manager, engineer, shop assistant… The plan aimed to raise the number of apprentices from 365,000 in 2005 to 500,000 in 2009. To achieve this aim, the government is, for example, granting tax relief for companies when they take on apprentices. (Since 1925 a tax has been levied to pay for apprenticeships.) The minister in charge of the campaign, Jean-Louis Borloo, also hoped to improve the image of apprenticeships with an information campaign, as they are often connected with academic failure at school and an ability to grasp only practical skills and not theory.

 



After the civil unrest end of 2005, the government, led by prime minister Dominique de Villepin, announced a new law. Dubbed “law on equality of chances”, it created the First Employment Contract as well as manual apprenticeship from as early as 14 years of age. From this age, students are allowed to quit the compulsory school system in order to quickly learn a vocation. This measure has long been a policy of conservative French political parties, and was met by tough opposition from trade unions and students.

A learnership is a work based learning programme that leads to an NQF registered qualification. Learnerships are directly related to an occupation or field of work, for example, electrical engineering, hairdressing or project management.

Learnerships are managed by Sector Education and Training Authorities (SETAs). They were introduced by government to help skill learners and to prepare them for the workplace.

Learnership programmes can help you to gain the necessary skills and workplace experience that will open up better employment or self employment opportunities.

 



Learnerships are based on legally binding agreement between an employer, a learner and a Training Provider. This agreement is intended to spell out the tasks and duties of the employer, the learner and the Training Provider. It is designed to ensure the quality of the training and to protect the interests of each party.

 



A learnership requires that a learner enter into a fixed term employment contract with the company whilst studying towards a qualification registered on the National Qualifications Framework (NQF), which is in line with the learnership (the cost of the qualification falls to the Company). Once the qualification is completed, the learnership will also end.

Learnerships promote access to education and training, as they allow you to work and get started on your career while also studying for an educational qualification.

 



SETAs oversee learnerships and ensure that they offer qualifications related to a specific occupation or sector of the economy. All 21 SETAs have developed NQF-aligned programmes that will help you gain recognised qualifications while getting on-the-job experience.

SETAs manage the registration of learnerships in order to meet the skills development needs across the sectors.

 



Learnerships require you to complete a theoretical course as well as practical training, which is done at a workplace, in order to graduate. The workplace component of the qualification involves hands-on, practical learning under the guidance of a mentor, while the theoretical component is provided by an education and training provider. Together they form an integrated and comprehensive learning programme.

 



Top Tip: The number of credits needed to graduate varies from learnership to learnership, so make sure that you understand the minimum requirements if you want to complete a learnership. Find out from the relevant SETA.

 



Learnerships are available for young people who have completed school, college or learning at other training institutions. You must be older than 16 and younger than 35 to be eligible for a learnership.

 



Unemployed South Africans can only participate in a learnership if there is an employer prepared to provide the required work experience.

 



By now you have already put some thought into your career path, and as a result you will be able to identify a learnership that will support your career goals.

 



Your career path should be influenced by your interests, skills and strengths. The responsibility rests with you to investigate and research the different learnership options. You should find out as much as you can, including information on the criteria and requirements for entering a learnership.

 



Different learnerships have different entry requirements. We recommend that you contact the provider of the learnership for full details on the specific requirements for the learnership of your choice.

 

 

For many learnerships, the minimum entry requirement is a National Senior Certificate or National Certificate: Vocational, but there may be more specific subject requirements or even skills requirements such as computer literacy.

 

 

What are the benefits for learners?

ave better employment opportunities after completing a learnership;
You have a fixed-term employment contract for the duration of the learnership;
Learnerships improve on the job performance so you are able to do things relevant to the job;

 



You obtain a nationally-recognised qualification that is relevant to the sector; and
You earn a learner allowance for the duration of the learnership.
Learnerships are generally funded by a relevant SETA. Since the cost of learnerships varies across SETAs and types/levels of qualifications, you should contact the relevant SETA for more information.

 



There is a specified minimum learner allowance that must be paid to unemployed learners in a learnership. This is not a salary but covers expenses like travel and meals. Again, you should contact the relevant SETA for more information.

 



Note: The amount paid as a learner allowance depends on the SETA, type of learnership and the level of qualification. The allowances and conditions are agreed to with each learner before the commencement of the learnership.

 



 

Learnerships will last as long as it takes to complete the qualification. This means that if the duration of the qualification is two years, then the learnership will last for that period of time.

During the learnership, learners will be required to complete assignments, tasks and practical tests and projects. They will be formally assessed in the classroom and workplace.

 

 

If all these assignments are completed successfully, they will be awarded an NQF-registered qualification, that is recognised nationally. They will receive a certificate stating the qualification and the area of skill development.

 

 

 

What is required to enter into a learnership?



If you are accepted you will need to sign two legal documents:

1. Learnership Agreement: this is an agreement signed by you, the organisation employing you, and the education and provider offering the theoretical training component of the learnership. This agreement clearly outlines the rights and responsibilities of all three parties.

2. Employment contract: this is a contract you will sign with the employ er, which is only valid for the time period of the learnership.

 



Will I get a job after completing the learnership?

Employment is not guaranteed, but once you have successfully completed your learnership, you will be in a much better position to market yourself as you will now have both work experience and theoretical training. You may also be in a better position to start your own business and generate an income that way.

 



Can a learnership be terminated ?

Yes, a learnership can be terminated under certain circumstances

An employer can terminate the contract of a learnership if:

The duration specified in the learnership agreement has expired;
The employer and learner have agreed in writing to terminate the learnership agreement, or if there is no such agreement, the SETA t hat registered the agreement approves the termination; or
The learner is fairly dismissed for a reason related to the learner�s conduct or capacity as an employee.

The Construction Education and Training Authority (CETA) is a Schedule 3A public entity established in terms of the Skills Development Act of 1998. The CETA’s current licensed period expires on 31 March 2030.

The grants are intended to address the national and sectoral priorities as well as contribute to the achievement of the targets set by the CETA in terms of its Strategic Plan.

Exemption certificates are issued to students who obtained a Senior Certificate without endorsement or an equivalent foreign school-leaving qualification and wishes to pursue first degree studies at a university in South Africa.

 



Students who were unable to pass Senior Certificate with endorsement are required by law to apply for a matriculation exemption through the Matriculation Board.

International students wanting to register for first-degree studies in South Africa need to have their school qualifications evaluated by the Matriculation Board, which will then issue a certificate of exemption to those who qualify.

 



There are two types of exemptions, namely complete exemption certificates and conditional exemption certificates.

Complete exemption certificates do not expire, however, take effect on a date that depends on the qualification based on which it is awarded.

 



Conditional exemption certificates are for the following:

Mature age which is offered to 23-year-old students and lasts for the full-time duration of study plus two years.
Foreign conditional which lasts for the full-time duration of study plus two years.



Ordinary conditional which lasts for a year, and have to be renewed every year until the student meets the requirements of the exemption. Senate’s discretionary exemption, which is granted once the student, has completed a recognized Access course or a Foundation programme and it lasts for three years.
The exemption certificate types vary from one to another. Therefore the validation period varies and is indicated on the certificate.

 



If you change from one university to another, you need to send an application to the Board so that your exemption certificate can be transferred to the receiving university where you wish to be registered.

 



However, if you qualified for Senate’s Discretionary exemption, you need to find out from the receiving university whether they are prepared to accept you with that kind of exemption.

 



Exemptions are issued to a university where you have been registered. You can apply to as many universities as you like, but you can only register at ONE university for an academic year.

 



To apply you will need to get the M30e form, which may be obtained from:

Admissions Offices of universities.
Download it from the Matriculation Board website.
Request it via e-mail addressed to applications@usaf.ac.za.
Request that the form is faxed to you.
Due to the high volume of inquiries that the office receives, it takes the Matriculation Board 5-10 working days to process the online/faxed inquiries.

 



If the applicant qualifies for exemption a provisional letter is issued which is sufficient to facilitate admission to South African public university subject to the applicant meeting the institutional requirements.

 



Furthermore, it takes approximately the same time to process an application form. The actual exemption certificate is issued in approximately 6-8 weeks after receipt of all relevant and correctly certified documents as well as the requisite payment.

Apply on time as it can take up to 8 weeks for the final certificate to be issued (Please note we do issue a provisional letter within 3-5 working days after the funds reflect on our bank statement. This letter can be used to apply for admission to public universities and private HE institutions)



We cannot issue any type of exemption on grade 11 results
We do not accept documents certified by a commissioner of oaths, all documents have to be certified by a NOTARY PUBLIC, THE REGISTRAR of a South African Public Higher Education Institution or the SA EMBASSY/HIGH COMMISSION in a foreign country.
The exemption fee is non-refundable and payable up-front. We cannot process any application without proof of payment.
We cannot issue a certificate based on faxed, scanned, e-mailed or incorrectly certified documents. A provisional letter will however be provided.



The fact that you may qualify for a certificate of conditional or complete exemption does not imply that the university is obliged to admit you since you may not have satisfied the faculty requirements.

Recruitment of Young Unemployed Graduates for the project on Digitization of Department of Home Affairs Civic Paper Records



The Department of Home Affairs, (DHA) as the custodian of the National Population Register (NPR) in the Republic of South Africa, has a mandate and purpose to ensure secure, efficient and accessible services and documents for citizens and lawful residents. This entails the systematic maintenance of the National Population
Register (NPR) including the management of birth, marriage and death paper records as well as identity documents.



The Department has more than 350 million inactive and active paper records, and a decision was taken to prioritise the digitisation of birth, marriage and amendments records. The identified category of records date back from 1895 which necessitate care and reliable systems that will bear tolerance for digitisation purposes.
Most of the inactive records are civil registration historical records multiplied in manuscript format and need urgent restoration, preservation and reconstruction.



As such the Department plans to convert all such related records through digitising hard copy records to electronic format, for easier handling and storage thereof. The project to digitize all of its civic records has been commissioned; the primary object of digitization of records will enable the optimum realisation of its core mandate and as such records will be easily accessed for service delivery purposes.



The secondary objective seeks to contribute to youth empowerment and enhancement of youth employability.
The DHA therefore seeks to contribute to the employment creation goals and strategic priorities of the Presidential Youth Employment Initiative (PYEI) by acquiring unemployed youth on a fixed term contract basis to assist with the digitization of its civic records.
The Department in collaboration with the Department of Employment and Labour calls for youth in the 18-35 age bracket and People with Disabilities (PWDs), to register on ESSA and apply for this enriching opportunity.

Over a million people were vaccinated against Covid-19 through mobile outreach services in informal settlements and rural areas. The KeReady campaign proved effective in encouraging many young people to get vaccinated. By providing 37 new outreach vehicles, this model will now be used to reach other young people who have not yet been vaccinated and to extend the package of primary health services available to them.

 



This is made possible through a grant to the Department of Health from the Federal Republic of Germany. DGMT, a South African foundation, is the project implementer, working with the provincial departments of Health in Gauteng, KwaZulu-Natal, Western Cape and Eastern Cape. Job Overview:

The Dinokeng Game Reserve Management Association will be managing the Natural Resources Management Project within the Dinokeng Game Reserve on behalf of the Dinokeng Project as governed by the Provincial Government and the EPWP guidelines. The project will consist of vegetation, veld and fuel management for a period of 9 months, August 2022 – April 2023

 



SALARY:

Duties:

Vegetation management that will relate to land management, fire management, alient plant control and general environmental management duties.

 



Requirements and skills:

  • Youth appointments only, between the ages of 18-35
  • Be physically and medically fit:
  • Males: Able to run 2.4km within 12 minutes, 40 push-ups in 1 minute, 40 sit-ups in 1 minute and 7 pull ups.
  • Females: Able to run 2.4km within 14 minutes, 40 push­ ups in 1 minute, 40 sit-ups in 1 minute and 7 pull ups.
  • Must have at least Grade 10 (NQF 2). Grade 12 Certificate will be advantageous

  • Control the access/egress at the identified port of entry and in border law enforcement area.
  • Conduct vehicle/foot patrols around the inner perimeter.

Submitted on the New Application for Employment Form (Z83), obtainable at www.gov.za:

Accompanied by a comprehensive CV, citing the start and end date (dd/mm/yr) of each employment period to be considered, incuding the details of at least two contactable employment references (as recent as possible);

Accompanied by a copy of the Applicant’s ID, valid driver’s license where applicable, Miltary, Poilce or relevant Community Policing Services training Certificate and relevant educational qualifications. Applicants who possess (a) foreign qualificatlon(s), must also submit the evaluated results of such qualifications, as received from the South African Qualifications Authority (SAQA);

Applicants who meet the requirements and reside within close proximity of the respective Ports, will receive preference; physical fitness assessment will be conducted at the nearest ava lable facility with nthe respective Province; and

Applicants must be South African citizens with no prior criminal conviction.

 



SELECTION:

  • Training in a public security environment i.e. Military Police of any relevant community Poficing Servicesis a pre-requisite
  • As these posts require strenuous physical activity, shortlisted candidates will undergo a mandatory physical fitness assessment;
  • As these posts are at various Ports of Entry and borderlines within the Republic of South Africa, all postings will be done at the discretion of the Border Management Authority;
  • Shortilsted candidates will undergo a vetting process through the State Security Agency as well the Department’s internal Employment Suitabiity Check processes; and
  • Successful candidates will be required to enter nto a Performance Agreement upon commencement of duty.
