is a nationwide program where the IDC works in collaboration with the Department of Basic Education &lpar;DBE&rpar; and Unemployment Insurance Fund &lpar;UIF&rpar;&period; It is the largest youth employment programme in South Africa&comma; with approximately 250&comma;000 youth who will receive soft and technical skill training&period; The IDC will thus be supporting the upskilling of the youth and general workforce for integration into the educator space and general national industrialization&comma; leading to either improved learning outcomes in the schools and&sol;or to enhance their own pathways forward after the programme&period;<&sol;strong><&sol;p>&NewLine;<p>&nbsp&semi;<&sol;p>&NewLine;<p><strong>The role will be located at the IDC office in each Province&period; Successful candidates will be travelling from school to school on a rotational basis monitoring and providing system support&period; They will also be responding to queries on the payment system&period;<&sol;strong><&sol;p>&NewLine;<p>&nbsp&semi;<&sol;p>&NewLine;<p><strong>JOB DESCRIPTION<&sol;strong><&sol;p>&NewLine;<p><strong>• To monitor monthly provincial payroll submissions ensuring that timesheets are timeously and accurately converted to net pay accordingly&period;<&sol;strong><&sol;p>&NewLine;<p><strong>• Monitor monthly&comma; quarterly and bi-annual programme compliance &sol; reporting&period;<&sol;strong><&sol;p>&NewLine;<p><strong>• Monitor &amp&semi; reconcile payroll monthly &sol; quarterly budget &lpar;both wage &amp&semi; non- wage&rpar;&period;<&sol;strong><&sol;p>&NewLine;<p><strong>• Assist with monthly accounting and record keeping&period;<&sol;strong><&sol;p>&NewLine;<p><strong>• Monitoring of schools to ensure compliance with the programme<&sol;strong><&sol;p>&NewLine;<p><strong>QUALIFICATION AND EXPERIENCE<&sol;strong><&sol;p>&NewLine;<p><strong>• A Post Matric qualification – preferably in finance&comma; IT or Payroll&period;<&sol;strong><&sol;p>&NewLine;<p><strong>• Payroll related qualification<&sol;strong><&sol;p>&NewLine;<p>&nbsp&semi;<&sol;p>&NewLine;<p><strong>ROLES AND RESPONSIBILITIES<&sol;strong><&sol;p>&NewLine;<p><strong>Duties and Responsibilities&colon;<&sol;strong><&sol;p>&NewLine;<p><strong>• Monitoring&sol;vetting payroll information submitted by the province to ensure it is valid&comma; approved and accurate<&sol;strong><&sol;p>&NewLine;<p><strong>• Perform analysis on province payroll data to identify any anomalies and track compliance with agreed pay rates and employee level split&period;<&sol;strong><&sol;p>&NewLine;<p><strong>• Compare&sol;monitor actual wage costs to budget and identify reasons for variances<&sol;strong><&sol;p>&NewLine;<p><strong>• Checking PAYE&comma; UIF&comma; COIDA provisions for reasonability and ensure payment on the part of the province to relevant statutory bodies<&sol;strong><&sol;p>&NewLine;<p><strong>• Analyse exception reports timeously and follow up on unsuccessful wage payments to ensure timeous completion<&sol;strong><&sol;p>&NewLine;<p><strong>• Analyse recipient movements &lpar;Onboards&comma; offboards&comma; transfers&rpar;<&sol;strong><&sol;p>&NewLine;<p><strong>• Monitor province’s monthly progress reports against programme outputs<&sol;strong><&sol;p>&NewLine;<p><strong>• Monitoring schools for compliance with the overall programme objectives&period;<&sol;strong><&sol;p>&NewLine;<p><strong>• Providing technical support on the programme’s payment system&period;<&sol;strong><&sol;p>&NewLine;<p>&nbsp&semi;<&sol;p>&NewLine;<p><strong>JOB REQUIREMENTS<&sol;strong><&sol;p>&NewLine;<p><strong>Experience<&sol;strong><&sol;p>&NewLine;<p><strong>• 3 years related payroll administration experience<&sol;strong><&sol;p>&NewLine;<p><strong>• Performing reconciliations&comma; specifically Paye&comma; UIF and COIDA<&sol;strong><&sol;p>&NewLine;<p><strong>• General office administration&comma; queries and filing<&sol;strong><&sol;p>&NewLine;<p><strong>• MS Word&semi; PowerPoint&semi;
